Introduction

This project scope statement outlines the details for the work completed by Mellon Inc. focusing on the electrical, fiber optic / communication, and instrumentation aspects for the expansion of the COP2E & COP3E facilities. These facilities are designed to provide ethylene feedstock to the new Advanced SCLAIRTECH™ technology (AST2) facility, and the expansion will increase the existing unit’s current ethylene capacity by more than 50%, up to the rate currently approved by regulators.

Objective:

The objective of the project was to install the required electrical and fiber optic cabling, lighting, and instruments necessary for the operational success of the expanded COP2E & COP3E facilities.

Scope of Work:

The work involved included:

  • Cable Installation: Installed over 120,000 feet of cable necessary for the power and control of the facility.

  • Cable Tray Installation: Installed over 1,100 feet of cable tray to safely contain and protect the installed cables.

  • Lighting Installation: Installed over 40 lights to ensure appropriate illumination for safety and operational efficiency.

  • Instrument Installation: Installed over 40 instruments to monitor and control the facility's operations.

  • Termination Works: Completed over 3,000 terminations to ensure correct and safe connectivity of the electrical and communication systems.

Deliverables:

The project resulted in the successful installation of the necessary electrical and fiber optic infrastructure, lighting, and instruments for the expanded COP2E & COP3E facilities.

Risks:

Potential risks included project delays due to unforeseen obstacles or challenges, unexpected cost increases, issues with subcontractors or suppliers, and uncertainties associated with the expansion of the existing facility and the integration with the new AST2 facility. In addition, the ongoing COVID-19 pandemic posed unique challenges. There was a risk of disruptions to supply chains, delays due to preventive health measures, and potential impacts on labor availability due to illness or quarantine measures. These risks were mitigated through careful planning, diligent project management, close collaboration with the project stakeholders, and strict adherence to health and safety protocols to prevent COVID-19 transmission in the workplace.
